It looks like the Battle.net launcher that downloads the game, uses your default browser to download the game.

If your browser is idle and is not using the internet to download or process any page, the game download speed either will fall drastically or will freeze.

If this doesn’t work for you then try to close and restart the battle.net launcher or you can also pause and resume the download.
